Well, i know it is an old question but as several of us, i faced this beast too.
I tried ALL suggestions from every site over internet with no required result.
So, instead of run thousands of console commands againt database i did it againts ARCHIVED DATABASE:
load fixup archive/mail/a_xxxx.nsf
But, as always in Notes, it was succesfull only on the 50% of problematic databases.
So, i tried one more time:
